Deutsche Bahn International Operations and Aecon Concessions have formed a partnership to operate and maintain the Regional Express Rail (RER) network in the Greater Hamilton and Toronto Area (GHTA), Canada. Deutsche Bahn International Operations GmbH is part of the Berlin headquartered DB group, a world-leading global railway engineering and infrastructure construction and operating business with an extensive international reputation for delivering successful rail development projects globally. Our partner Aecon is based in Canada, and they are a leading infrastructure company that connects roads and transit systems, communication networks and water infrastructure projects across North America and internationally.The partnership will be called ONxpress Operations Inc and the combined experience and capability of the ONxpress partnership enable us to bring the international experience of designing, constructing, and operating rapid transit solutions in high-density population and urbanization locations.

About the project:
This brownfield project will significantly enhance the service delivery proposition for riders across Toronto and surrounding areas and will ensure a long-lasting sustainable economic, environmental and lifestyle contribution to its current and longer-term society needs.

  • Manage the acquisition of passenger modeling and crowd control plans for 67+ rail stations and on an annual basis provide timely submittals of 2- and 3-D passenger models and crowd control plans to the client
  • Build and oversee a team of crowd control and passenger modeling specialists 
  • Oversee technical requirements for procuring a third-party specialist
  • Monitor schedules and budgets and report to the Head of Stations and the work of contracted services
  • Liaise with the client to receive ridership numbers and other data affecting passenger flow through stations
  • Test and validate the results of the passenger modeling
  • Report outcomes and findings of the passenger modeling and the crowd control plans to the Station Operations Duty Manager for any required updates to the Standard Operating Procedures
  • Coordinate with the Emergency Liaison Manager on evacuation and disrupted operations
  • Coordinate with the Fixed Asset Management department on maintenance plans as they impact passenger movements and crowd management across the facility
  • Liaise with the construction team on changes or issues of passenger flows at the station platform level, and with other operators on transferring passenger flows
  • Perform visits to Union Station and Line stations on a regular basis

  • University/college degree, or equivalent combination of education and work experience in data analysis and analytics, statistical modeling and/or crowd management in a large and complex environment
  • 5+ years of experience in managing passenger models and crowd plans in a large and complex facility (examples:  industry, production, airports, hospitals, construction, railways, etc.)
  • Ability to be the champion for Dynamic Passenger Modeling and Crowd Management across different stakeholders and operators
  • Sound interpersonal and influencing skills
  • Track record of achieving results to deadline in an environment in which there are multiple stakeholders
  • Sound knowledge of the standards for passenger flows, densities, and comfort levels for circulation of passengers.
  • Preferably knowledge of key technical characteristics for vertical circulation elements like escalators, elevators and stairwells
  • Preferably knowledge of procuring contracted services in this industry
  • Ability to complete projects from concept to implementation
  • Proficient in the use of Microsoft software applications
