For our Supervision services for Rehabilitation and Upgrade of railway section: Fushë Kosovë – Mitrovicë, 34.4 km of Rail Route 10 in Kosovo (project duration 15 months) we are seeking a Deputy Resident Engineer / Railway Expert.

Responsibilities:
  • Support the Project Director and Team leader (Resident engineer) on the project implementation
  • Conduct on daily bases in collaboration with team leader/other experts information regarding the quality of the services and outputs of the project
  • Supervise and monitor the all constructions works
  • Administrate the civil works contract by using FIDIC (Red book)
  • Ensure proper accounting and recording of the progress of the works
  • The Deputy Resident Engineer will support/represent the Project Manager in the following tasks and duties: 
    • Measure the works, agreeing, and certifying interim and final payment certifi-cates for submission to the employer, and assisting in preparing loan withdrawal documentation for submission to the EBRD.
    • Administrate, evaluate and, where appropriate, making recommendations on the Contractors' applications for extension of time, claims for additional payment and other contractual disputes.
    • Maintain regular estimates of the cost to completion and time to completion for the construction ontracts.
    • Prepare monthly progress reports for the contract, in a form agreed with the employer, and EBRD and submit these within 10 days of the end of the month to which they refer.
    • Prepare biannual progress reports, in a form agreed with the employer, and EBRD and submit these within 1 month of the end of the reporting periods. 
    • Administrate the completion of the  construction contracts, including all activities related to the issue of the taking over certificates and the performance certificate.
    • Throughout the services, consult and maintain close liaison with the em-ployer, other relevant agencies, including the police and other Government and regional authorities, and local stakeholders.
    • Prepare a final report for the construction contract, which will be a compilation and condensation of data presented in regular monthly progress reports, together with copies of asbuilt drawings within three months of the issue of the Per-formance certificates.


Qualifications:
  • At least 10 years of professional experience of the construction/ reconstruction/ rehabilitation of railway infrastructure
  • At least 15 years of general professional experience
  • Professional experience in supervision of railway construction (applicable experience with only regular railways line) in the Balkan regions e.g. Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Albania, Macedonia, Greece, Bulgaria and Romania, Turkey 
  • Experience with the similar type of interventions on railways having similar technical elements (min. 1 railway projects) 
  • MSc. in Civil Engineering
  • Excellent knowledge of English (spoken and written)
  • Working experience in international teams
  • Self-organized and able to work under pressure
